Maaari umanong managot sa kasong graft si dating Department of Tourism (DOT) Secretary Wanda Teo dahil sa conflict of interest sa pinasok na kontrata para sa television advertisements sa programa ng kanyang kapatid sa People’s Television Network (PTV).
Sa 2017 audit report, sinabi ng Commission on Audit (COA) na bukod sa conflict of interest, ang memorandum of agreement (MOA) sa pagitan ng DOT at PTV ay nakitaan ng posibleng “undue injury to the government” nang mapunta ang 75 percent o P89.9 million ng kabuuang P120 million na halaga ng proyekto sa Kilos Pronto.
Ang Kilos Pronto ay programa ng kapatid ni Teo na si Ben Tulfo, sa ilalim ng Bitag Media Unlimited Inc. (BMU).
“Considering that the DOT Secretary and the producer of Kilos Pronto are siblings, there is a possible conflict of interest which may be a violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act which states that one of cases that constitute corrupt practices of any public officer and are therefore declared to be unlawful,” ayon sa COA.
Nauna nang sinita ng COA ang PTV sa pagbabayad sa BMUI ng halagang P60 million dahil sa kawalan ng supporting documents.
Pinuna din ng ahensya ang Bids and Awards Committee ng DOT dahil sa hindi paghingi ng quotations mula sa ibang TV networks.
“It was noted that the BAC did not inquire or request quotations from other television networks nor conduct a cost-benefit analysis as basis for the recommendation to use the Alternative Mode of Procurement of Agency-to-Agency Procurement, considering that it is the first time for the DOT to enter into a news-type magazine segment contract,” sabi ng COA.
“It should be pointed out that PTV has a low viewership as compared to other networks which could defeat the purpose of increased tourism awareness,” dagdag ng COA. ()
