Sobra sa P57.3B utang gamitin sa bakuna ng kabataan – Lacson

Hindi na umano kailangang maghanap pa ang gobyerno ng panibagong pondo na magpapadagdag pa sa utang ng bansa para lang mabakunahan ang mga kabataan laban sa COVID-19.

Ayon kay Senador Panfilo Lacson, puwede namang gamitin ang sobra sa P57.3 bilyong inutang ng gobyerno na pambili ng bakuna na gagamitin sa mga mendor de edad.

Sa datos ng Philippine Statistics Authority, sinabi ni Lacson na kailangan lang ng gobyerno na maglabas ng P30.462 bilyon para mabakunahan ang 68.2 bilyong adult Filipino ngayong taong ito.

“Figures from the PSA as of March 28 this year shows the Philippines’ midyear population will reach 110,198,654 by July 1. Of this, 62% or 68.323 million are adults. If we multiply this by ₱446 per dose, including logistical costs, we will need about ₱30.472 billion to inoculate our adult Filipinos,” sabi ni Lacson.

“Thus the difference of ₱26.83 billion is more than enough to cover the P25-billion requirement to procure the vaccines for our minors,” dagdag pa nito sa isang statement.

“Based on these figures, we may not need to look for an additional P25 billion since it is amply covered by the ‘excess’ in borrowings,” saad pa nito.

Sabi pa ni Lacson, kahit na bakunahan pa ng gobyerno ang 83.8 milyong adult, based sa Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF)’s figures sa P446 per dose, kasama na ang logistical requirement, kakailangan lang ng pamahalaan ng P37.4 bilyon, na mas mababa including logistical requirements, it would only need P37.374 billion, mababa pa rin sa P57.3 bilyon na inutang ng gobyerno.

Sabi pa ni Lacson, nauana nang sinabi ni vaccine czar Carlito Galvez Jr., na may 68 milyon free dose na bakuna ang bansa, kabilan ang 44 milyon mula sa COVAC facility at 24 milyon mula sa dalawang brand.

“Every peso counts and must be accounted for, especially during these difficult times. That said, the IATF and DOF should further clarify the figures that they presented during last Tuesday’s Committee of the Whole hearing,” ani Lacson.

Sa pagdinig ng Senate Committee of the Whole hearing sa vaccineation program ng gobyerno noong Hunyo 15, sa P88.6 bilyong pondo na pambili ng bakuna, P53.7 bilyon ang kinuha sa pamamagitan ng concessional loan mula sa mga multilateral partners.

Samantala, sinabi din ni Lacson, na hihimayin ng Senado ang hirit ng dagdag ng pondo para sa pandemya, kabilang ang dagdag na P66 bilyonng hinihiling ng Department of Health para sa pandemic reponse.

“First, they will have to account for P660.1 billion which, according to the Department of Budget and Management, has been released to the agencies concerned for the overall COVID-19 response over the last 15 months or so,” ani Lacson.

“During these times when the country is almost neck-deep in debt with an unprecedented P11 trillion in foreign and domestic borrowings, not to mention an alarmingly low revenue collection, every peso that comes from the treasury should count and made sure to be put to good use,” dagdag pa nito.
