Senado at Kamara, nagkasundo rin sa 2018 budget

Naplantsa na ng mga senador at kongresista sa bicameral conference committee ang ilan sa mga hindi pagkakasundo sa P3.7 trillion na panukalang 2018 national budget.

Ayon kay House appropriations committee chairman Karlo Alexei Nograles, hindi pa tapos ang bicam pero kahit paano ay nalampasan na nila ang mahirap na bahagi.

“Last week there was sort of an impasse between the two panels, the House and the Senate because of several budget cuts that was done by the Senate in their Senate version which did not sit well with members of the House panel. So we had to find a way for us to be able to break that impasse,” pahayag ni Nograles.

Isa sa naging ugat ng impasse ay ang pagpapakaltas ni Senador Panfilo Lacson ng P50 billion sa right-of-way at civil work allocation ng Department of Public Works and Highways (DPWH).

Sinabi ni Nograles na hindi pagbibigyan ang P50 billion cut na gusto ni Lacson pero magkakaroon pa rin ng tapyas na P4 billion sa pondo ng DPWH.

Maaari aniyang napag-initan lamang ng ilang senador ang pondo ng right of way dahil iba ang pagkakaunawa sa kahalagahan nito.

“On the ground, right of way issues really have to be resolved while the project is being conducted. So it’s like a chicken and egg problem. If you don’t put the budget for right of way then you don’t have anything for the government to use in order for the settlers there to vacate,” paliwanag ng kongresista.

Dahil sa development na ito, tiwala si Nograles na hindi mangyayari ang banta ni Speaker Pantaleon Alvarez sa posibilidad ng reenacted budget. (Pearl Serrano)
