Posibleng mabangkarote: Duterte kinalampag sa taas-buwis sa mga pribadong paaralan

Hiniling ng Coordinating Council for Private Educational Associations (COCOPEA) kay Pangulong Rodrigo Duterte na “itama” ang bagong polisiya ng Bureau of Internal Revenue (BIR) na magpapataw ng mas mataas na buwis sa mga pribadong paaralan.

Ani COCOPEA Spokesperson at Managing Director Joseph Noel Estrada, umaasa silang maitatama ng Pangulo ang BIR Revenue Regulation No. 5-2021, na posible aniyang maging dahilan ng pagkabangkarote ng mga pribadong paaralan.

“We are confident that being the chief executive, being the head of all government agencies and offices, he will intervene and hopefully correct that issuance of BIR,” pahayag ni Estrada sa interview ng CNN Philippines.

Sa bagong patakaran, tataas ng 150% ang income tax rate ng mga pribadong paaralan, na ayon sa COCOPEA ay paglabag sa Tax Code at sa Konstitusyon.

“Barely two weeks after the CREATE law was signed into law, the BIR issued Revenue Regulation No. 5-2021 removing that preferential tax rate, telling us not 1%, not 10%, but you should be taxed just like any other corporation and enterprise which should be at 25%. In effect, providing an increase of 150% in our taxes,” giit ni Estrada.

Ayon sa BIR, makikipagtulungan sila at susunod sa anumang batas na maipapasa ng Kongreso, na kumilos na para maresolba ang isyu.

“As far as BIR is concerned, it is just implementing the law and Supreme Court decision defining ‘proprietary educational institutions.’ The schools can of course question our position in the courts,” paliwanag ni BIR Commissioner Caesar Dulay.
