Phisgoc-Cayetano 8 buwan inipit ang financial statement – De Lima

Pinasisiyasat ni Senadora Leila de Lima ang pagkaantala ng pagsumite ng Philippine Sea Games Organizational Committee (Phisgoc) financial statement at napaulat na may P387 milyong utang sa mga supplier sa 2019 Southeast Asian (SEA) Games.

Sa Senate Resolution No. 557, sinabi ni De Lima na kailangang malaman ang dahilan ng delay na pagsumite ng financial statement ng Phisgoc at tugunan ang alegasyon ng katiwalian at hindi maayos na pamamahala sa naturang sports meet.

Ang Phisgoc ay isang private foundation na pinamumunuan ni dating House Speaker at Taguig Representative Alan Peter Cayetano.

“Given the controversies surrounding the 2019 SEA Games – from allegations of corruption and overspending to logistical nightmares and a bevy of complaints from foreign athletes and delegates – it is imperative for Senate and other agencies with supervision over Phisgoc to look into the matter,” sabi ni De Lima sa resolusyon.

“A complete financial report will help shed light on these questions surrounding the Phisgoc’s handling of the event,” dagdag pa nito.

Noong Setyembre 30, siyam na buwan mula nang idaos ang SEA Games, inatasan ng Philippine Olympic Committee (POC) ang Phisgoc na magsumite ng kumpletong ulat sa operasyon ng 2019 Sea Games, kabilang ang audited financial statement sa petsang Oktubre 10.

Subalit nabigo ang Phisgoc na sumunod sa October 10 deadline ng POC kaya’t nilabag nito ang tripartite agreement na nilagdaan ng POC at ng Philippine Sports Commission (PSC) noong 2019.

Iginiit pa ng POC na batay sa rules ng Commission on Audit (COA), inoobliga nito ang mga ahensya at organisasyon na recipient ng government financial support na i-liquidate ang pondo sa loob ng 60 araw matapos makumpleto ang proyekto.

“This meant that the report should have been submitted on 9 February 2020, meaning, that the financial statements were already eight months overdue,” sabi ni De Lima.

“The POC states that they are asking for the financial statements to enable them to perform their oversight functions, in accordance with their tripartite agreement,” saad pa nito.

Naunang inamin ni PSC Executive Director Guillermo Iroy Jr. sa pagdinig sa Senado na umapela pa sa kanila ang Phisgoc sa DBM ng dagdag ng P387 milyon para bayaran ang utang sa ilang supplier ng 2019 SEA Games.

Ayon kay De Lima, mahalagang maisumite ng Phisgoc ang financial report sa lalong madaling panahon ‘in the interest of transparency and accountability’.

“There is a need to investigate these series of events to determine the cause of delay in the submission of PHISGOC’s financial statements and finally determine the truth behind the allegations of corruption and mismanagement of the PHISGOC during the 2019 SEA Games,” ani De Lima.

“There is also a need to ensure that support and funding are given to the agencies that have the proper mandate, and that accountability lies even with private organizations, especially those who have access to government resources,” dagdag pa nito.
