Palasyo nagulat sa suspensiyon ng Kamara sa 2019 budget deliberation

Malaking palaisipan sa Malacañang ang naging aksiyon ng House Committee on Appropriations na suspendihin ang deliberasyon sa 2019 proposed national budget.

Sinabi ni Presidential Spokesman Harry Roque na walang naging problema sa nakalipas na dalawang taon sa pambansang budget, at kahit nagkaroon ng pagbabago sa liderato ng kamara, inaasahan pa rin ng Palasyo ang kooperasyon dahil kaalyado si House Speaker Gloria Macapagal Arroyo.

Hindi rin aniya maarok ng Ehekutibo kung anong mensahe ang gustong iparating ni Congressman Karlo Nograles sa naging desisyon na suspendihin ang 2019 budget deliberation, dahil kung minorya ito ay maiintindihan pa ng Palasyo.

“Malacañang has had no problems with the national budget for the past two years. The word is more of shocked as far as noted allies/supporters of the President are concerned. We expected, perhaps, this kind of attitude as far as the minority is concerned, but not from our very close allies,” ani Roque.

Hindi rin masabi ni Roque kung may “power play” sa naging desisyon ng kamara pero tiyak aniya na hindi makakatulong ito para sa relasyon ng ehekutibo at lehislatibo.

Nagtataka ang kalihim kung bakit ngayon lang kumontra sa cash-based system ang kamara gayong ginamit na ang sistema sa 2018 budget.

“In the past two years I was in congress, I was under the impression that the 2018 budget, we were already adopting the cash-based system because my understanding was, all the funds had to be obligated and spent within one year, otherwise it will revert to the National Treasury,” dagdag na pahayag ni Roque.
