Pagratipika sa TRAIN hindi balido — Makabayan solons

Iginiit ng Makabayan solons na hindi balido ang ratipikasyon ng Mababang Kapulungan ng Kongreso sa Tax Reform for Acceleration and Inclusion (TRAIN) bill nitong Miyerkoles ng gabi, Disyembre 13, ngayong taon.

Ayon kay ACT Teachers Rep. Antonio Tinio, iilang kongresista na lamang ang present sa plenaryo pero inarya pa rin ang pagpapatibay sa TRAIN bandang alas-10:00 ng gabi.

“Ratification of the TRAIN by the House of Representatives was a total farce and travesty of so-called representative democracy. With barely 10 people on the floor and despite my very clear objections due to obvious lack of quorum, the presiding officer and majority floor leader proceeded to adopt the final report of the tax reform bill’s bicameral conference committee, copies of which were not even on hand,” pahayag ni Tinio.

Dahil wala aniyang quorum at walang aktuwal na botohan na nangyari ang ratipikasyon ng TRAIN ay klarong-klaro aniya na hindi balido.

“The brazen railroading of this TRAIN wreck on the poor exposes yet again the blatant disregard of the Duterte administration and its supermajority in Congress for even the most minimal standards of democracy,” dagdag ni Tinio.

Binanggit din ng mambabatas na kaya wala na ang mga kongresista ay abala umano sa dinaluhang party sa isang hotel kasama si Pangulong Rodrigo Duterte.

“Nasaan ba kamo ang mga kinatawan? Nasa Christmas party ng PDP-Laban sa Sofitel ang karamihan, kasama mismo si PDu30. Ganyan sa Kongreso… may boto kahit walang tao, nagpa-party sa 5-star hotel habang nagpapataw ng pahirap na mga buwis sa mamamayan,” batay pa kay Tinio.

“No quorum, no vote. Even the motion was flawed. Motion was for the adoption of the bicam report, not ratification,” pagdidiin pa nito.

Binigyang-diin naman ni Bayan Muna Rep. Carlos Isagani Zarate, na minaniobra o ni-railroad ang TRAIN kahit wala namang quorum at mahigpit pa nilang pinalagan sa plenaryo.

Malinaw aniya na nagkaroon ng paglabag sa rules ng Kamara.

“This is a blatant violation of our rules… Rule X, Sec. 63 of the House on Conference Committee Reports, which states that a conference committee report shall be ratified by a majority vote of the Members of the House present, there being a quorum,” paliwanag ni Zarate.

Pinag-aaralan na aniya ng kanilang grupo ang lahat ng opsiyon para matigil ang kabalbalan sa nangyaring pagratipika sa hindi umano makataong tax reform package.

“We are now studying all our options, including legal, to question and stop this railroaded anti-people tax reform package,” sabi ni Zarate.

Sa isang hiwalay naman na panayam, tinawag ng kongresista ang TRAIN bilang isang ‘runaway measure’.

“Our objections were not heard by the presiding officer. To us, it’s a runaway, wrecking train and we believe that it is not validly ratified,” ayon kay Zarate.

Wala rin umanong kopya ng inaprubahang bicam report ang ipinamahagi para mabusisi.

“Before this should be ratified, we want to discuss this on the floor, to confirm whether the bicam really approved an excise tax on all kinds of coal,” batay pa kay Zarate. (Aries Cano)
