Nagpahayag ng pangamba ang dalawang opisyal ng gobyerno sa panukalang pagbuo ng hiwalay ng kagawaran na tutugon sa natural at man-made na kalamidad.
Sa pagdinig sa panukalang pagtatag ng Department of Disaster Resilience, sinabi ni Defense Secretary Ricardo Jalad na “very overwhelming” ang naturang panukala.
“Having a department with all the functions regarding the disaster risk reduction and management specifically prevention and preparedness, response and rehabilitation, recovery, response, placing all these functions in one department is very overwhelming,” sabi ni Jalad.
Kahit aniya sa ibang bansa ay walang National Disasters Risk Reduction and Management department o agency.
“What they have is emergency management agency. Because it’s in the function of emergency management wherein we have the urgency to consolidate all the efforts regarding emergency management of the different governments,” punto nito.
Si Jalad ay concurrent administrator ng Office of the Civil Defense (OCD) at executive director ng National Disaster Risk Reduction and Management Council.
“So the question is, do we need a department for disaster risk reduction management? I think that’s very, very overwhelming. We might have problem with the capacity of the department to function all those responsibilities,” dagdag nito.
Para naman kay OCD Secretary Eduardo del Rosario kahit magbuo ng bagong departamento, hindi rin nito kayang gawin ang iba pang gawain tulad ng ‘preparation’ at ‘mitigation’ na ginagawa ng ibang ahensiya ng gobyerno.
Si Del Rosario ay dating pinuno ng OCD at ngayon chair ng Housing and Urban Development Coordinating Council.
Bagama’t mandato aniya ng OCD na isagawa ang disaster management, ang paghahanda naman ay ibinibigay sa Department of Interior and Local Government habang ang prevention at mitigation ay sa Department of Science and Technology.
“I think what we need is really to reinforce the OCD so that it can be more adaptive to the response and the rehabilitation aspect given the budget that would capacitate the office to implement the rehabilitation projects,” paliwanag ni Del Rosario.
