P300 food subsidy kada buwan sa bawat pamilya, tinutulak ni Sotto

Sinusulong nina Senate President Vicente Sotto III ang pagsasagawa ng special session ng Kongreso para tugunan ang napipintong public order at financial crisis na dulot ng enhanced community quarantine (ECQ) na pinatutupad sa buong Luzon.

Ayon kay Sotto, tinalakay na niya ang kanyang rekomendasyon kina Finance Secretary Sonny Dominguez at iba pang economic manager ng Palasyo kung saan nais nitong magkaroon ng food subsidy ang bawat pamilyang naapektuhan ng COVID-19 crisis.

“I suggest for Congress to pass a food subsidy budget in order to provide for the daily wage earners who lost their income,” sabi ni Sotto sa isang statement.

Bagama’t ‘ideal subsidy’ aniya ang P500 bawat araw kada pamilya, mas mainam ang P300 kada araw na food assistance para hindi rin aniya mahirapan ang gobyerno sa paglaan ng pondo para dito.

“Compute the NCR poor to be the beneficiaries. Compute the Calabarzon, the Central Luzon (Region 3) poor who will be affected. The rates may vary in the provinces that have access to fish, vegetables and other basic food supplies. In the NCR, the poor do not have access to these,” paliwanag ni Sotto.

“Assuming there are three million poorest of the poor in NCR, with each family consisting of five members. That will be 15 million NCR residents who will be assured that their families will not go hungry while the ECQ is in place,” dagdag nito.

Kung aaprubahan ang P300/family/day subsidy sa loob ng 30 araw sa Metro Manila, maglalaan ang pamahalaan ng P27 bilyon para dito.

“The experts can extrapolate depending on the number of poor,” ani Sotto.

Maaari din aniyang ang nasabing subsidy scheme sa ilang rehiyon na may limitadong food supply bunsod ng “no work, no pay” policy na pinatutupad ng ilang pribadong kumpanya.

Sabi ni Sotto, maaaring gawin ang special session sa pamamagitan ng skeletal work force na dalawang sangay ng Kongreso.

“We do not need a full staff in a special session. As long as there are recorders and a limited number of people to operate recorders, I suppose that will be enough. We will work on only one issue to be submitted by the Palace,” sabi nito.

“Let us pool all our suggestions and be prepared should the President decide to call for a special session,” apela pa ni Sotto sa mga kapwa senador.
