Ayon kay House Committee on Ways and Means chairperson at Albay Rep. Joey Salceda, ang Pilipinas ang may pinakasaradong ekonomiya sa Southeast Asia kaya konti lamang ang foreign direct investment na pumapasok.

“In fact, we are so restrictive that we are the tightest in the region across almost every key sector, except manufacturing,” ani Salceda.

Sinertipikahan ng Malacañang na kailangan nito ang panukalang pag-amyenda sa Public Service Act, Retail Trade Liberalization Act, at Foreign Investments Act. Ang mga panukala ay akda ni Salceda.

“In parallel with the Resolution of Both Houses No. 2, which would amend the economic restrictions in the Constitution, these bills will help us recover from the COVID-19 economic crisis,” wika ni Salceda.

Sa isang speech ikinumpara ni Salceda ang Pilipinas sa Vietnam na mas bukas ang ekonomiya.

“Indeed, Vietnam was so successful in attracting foreign investments with its market openness that in the next decade, starting this year, the average Vietnamese will now be richer than the average Filipino,” dagdag pa ni Salceda.

Ayon sa Organisation for Economic Cooperation and Development (OECD) ang Pilipinas ay kabilang sa mga bansa na pinakamahigpit pagdating sa FDI at siyang pinakamahigpit sa Association of Southeast Asian Nation (ASEAN).

Ang pagpapaluwag ng ekonomiya ay akma rin umano sa mga insentibo na maibibigay ng Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act.

“CREATE will definitely work better if it can accommodate even industries currently restricted by our FDI laws,” wika pa ni Salceda. “Once the BOI (Bureau of Investment) finalizes the Strategic Investment Priorities Plan, or the list of incentivized industries under CREATE, having our doors open to investment will be the best way to invite foreign capital and technology.”
