Isinusulong ni Senador Lito Lapid ang isang panukala na naglalayong maglagay ng Overseas Filipino Workers (OFWs) Family Help Desk sa lahat ng bayan at lungsod sa buong bansa.
Ayon kay Lapid, makakatulong ito sa pamilya ng mga OFW para magkaroon ng mabilis na ‘access’ sa basic social services.
“It is the policy of the State to protect, strengthen and promote the total development of the family as a basic autonomous social institution and as the foundation of the nation,” paliwanag ni Lapid sa kanyang Senate Bill No. 1094.
Ang panukala na tatawaging OFW Help Desk Act ay mag-oobliga sa lahat ng mayor at gobernador na magbuo ng OFW Family Help Desks sa kani-kanilang tanggapan na magbibigay ng tulong sa pamilya ng mga OFW, kabilang na counseling sa negosyo at iba pang pangkabuhayan.
Batay umano sa pag-aaral ng Philippine Statistics Authority (PSA), tinatayang may 2.3 milyon Pinoy ang umalis ng Pilipinas para magtrabaho sa ibang bansa mula Abril hanggang Setyembre ng 2018.
“Although the main intent is to ensure support and sustenance of their families, Lapid said the harsh reality is that the costs, such as the difficulty of living distantly from their families, overpowers the proposed benefits,” sabi ni Lapid.
“As a result, the well-being of the families of the OFWs and/or the OFWs themselves are at stake. Further, it leads to the weakening of family ties,” dagdag nito.
Sa ilalim ng panukala, obligado ang mga LGU na maglagay ng database ng lahat ng concerned government agencies partikular ang Philippine Overseas and Employment Agency (POEA) at Overseas Workers Welfare Administration kung maglalagay sila ng updated na listahan ng overseas job order at lehitimong licenses recruitment agency.
Ang nasabing mga database ay nakakabit sa OFW Help Desk. Sakop ng panukala ang lahat ng OFW, sea-based man ito o land-based, documented man on undocumented.
