Hindi na kailangan ng Cha-cha – Sotto

Hindi kumbinsido si Senate Presidente Sotto III na kailangan ang Charter change (Cha-cha) sa gitna ng pagsusulong na amiyendahan ang Konstitutyson.

“I have yet to be convinced that we need a Charter change. When you say kasi charter change, we have to change the Constitution, not just Charter amendments,” pahayag ni Sottto sa panayam sa CNN Philippines.

Nauna nang inihain nina Senador Francis Tolentino at Ronald “Bato” dela Rosa ang isang resolusyon na naglalayong tipunin ang Kongreso bilang constituent assembly at magkaroon ng limitadong pag-amiyenda sa Saligang Batas.

May kahalintulad ding resolusyon ang inihain sa House of Representatives si Speaker Lord Allan Velasc subalit lamang ang ilang economic provision.

“Charter amendments would probably be acceptable, particularly on economic provisions, but then again, ‘pag lumawak masyado, ibang usapan,” sabi ni Sotto.

Sabi pa ni Sotto, nakausap na niya ang ilang senador tungkol sa panukalang resolusyon subalit wala pang kongkretong napagkasunduan.

“I did discuss it with [Senate Minority Leader Franklin] Drilon and we talked about the procedures, the possibilities if ever we do so,” Sotto said.

“We need three-fourths votes to approve any amendment to that effect and we will insist on voting separately, we will insist that nothing is taken up outside the economic provisions. But that was it, it was just plain talk,”dagdag nito.
