Nasa bingit na umano ng pagguho ang health system capacity ng bansa dahil sa mataas na bilang ng mga nahahawa ng COVID-19.
Sinabi ito ni House committee on Health chairperson at Quezon Rep. Angelina Tan sa kanyang sponsorship speech sa House Committee on Ways and Means na tumatalakay sa tax provision ng kanyang panukalang Health Procurement and Stockpiling Act.
“We are undergoing through a huge surge from the first COVID-19 case we had from last year but this time with more variants and faster transmission rate. We are already at the brink of a collapse of our health system capacity with more COVID-19 patients coming in, more infected healthcare workers, and lack of hospital beds,” sabi ni Tan.
Bukod sa kakulangan ng suplay ng bakuna, sinabi ni Tan na mayroon ding problema sa suplay ng mga gamot na ginagamit sa mga pasyenteng may COVID-19 dahil sa dami ng nangangailangan nito.
“To add more to our challenges, we have also been receiving reports of hoarding COVID-19 vaccines and raw materials for its production, especially when the US invoked its National Defense Production Act, which would definitely shake the steady supply of vaccines around the globe,” dagdag pa ng lady solon.
Layunin ng panukala ni Tan na magkaroon ng sapat na suplay ng gamot at mga gamit gaya ng facemask, alkohol personal protective equipment, mechanical ventilators and RT-PCR kits at machines para hindi na maulit ang nangyari noong nakaraang taon.
“To avoid a similar situation, I have filed this bill with the main thrust of protecting the public health and safety by preventing and controlling the spread of diseases and other health hazard through stockpiling of essential and critical drugs and medicines, vaccines, devices and materials to effectively and swiftly confront the devastating consequences of public health emergency,” wika pa ni Tan.
Inaprubahan ng House Committee on Ways and Means ang tax provision ng panukala kaugnay ng pagbibigay ng tax exemption sa mga magbibigay ng donasyon upang mapataas ang stock ng gamot at iba pang gamit pangmedikal ng Department of Health.
