Free wifi project palpak! Ex-DICT secretary dinikdik ng Kamara

Inirekomenda ng House Committee on Good Government and Public Accountability ang pagsasampa ng kasong kriminal laban kay dating Information and Communication Sec. Eliseo Rio Jr. kaugnay ng pumalpak na Free Public Internet Access Program (FPIAP) ng gobyerno.

Sa kanilang isinumiteng ulat, inirekomenda ng komite ang pagsasampa kay Rio ng kasong paglabag sa Anti-Graft and Corrupt Practices Act (RA 3019) at Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713) kaugnay ng Free Internet Access in Public Places Act (RA 10929).

Ayon sa chairperson ng komite na si DIWA Rep. Michael Aglipay, inaprubahan ng plenaryo ang committee report noong Disyembre 15.

“After three hearings and almost five months of deliberations and committee report preparation, I am proud to report to our countrymen that we have recommended to file charges against former DICT Secretary Eliseo Rio for his negligence in entering with agreements with UNDP (United Nations Development Programme) and for poor implementation of the project failure to look out for best interest of the Filipino people,” sabi ni Aglipay sa isang pahayag.

Sinabi ni Aglipay na nagawang i-pressure ng komite ang UNDP upang ibalik ang hindi nagamit na pondo ng gobyerno.

“In this last two years of the pandemic from 2020-2022 our people deserve free reliable internet for our public school students learning from home. This project was a great concept but sadly plagued by negligence that made our countrymen suffer,” dagdag pa ni Aglipay.

Sa pagdinig, natukoy na kinuha ng DICT ang UNDP upang ipatupad ang DICT-UNDP Pipol Konek Project kung saan magtatayo ng 6,000 wifi site sa buong bansa.

Isa umano sa mga dahilan ng delay ng proyekto ang hindi epektibong koordinasyon ng mga lokal na pamahalaan, private supplier at service provider at ang kawalan ng epektibong pre-procurement/pre-bidding conference.
