Ex-NPO director, 5 pa, guilty sa graft

Hinatulang guilty si dating National Printing Office director Emmanuel Andaya kaugnay ng kasong graft dahil sa procurement ng abot sa P1.9M para sa NBI travel clearance certificate na hindi dumaan sa public bidding.

Sa naging desisyon ng Sandiganbayan Third Division nitong September 25, sinentensyahan ng anim na taon at isang buwan hanggang 10 taong pagkabilanggo si Andaya.

Kasama rin dito ang habambuhay na pagbawal sa kanya na humawak ng kahit anong posisyon sa gobyerno at pagtapyas din ng kanyang retirement at iba pang benefit.

Bukod kay Andaya, kasama din sa nakastigo ay sina dating NPO chief administrative officer Sylvia Banda, operations chiefs Josefina Samson at Antonio Sillona, budget officer Bernadette Lagumen at office assistant chief Ma. Gracia de Leon Enriquez.

“It is settled that under R.A. No. 9184, or the Government Procurement Reform Act, as a rule, all procurements shall be done through competitive public bidding,” dahilan ng korte sa guilty verdict sa mga dating NPO official. “By its very nature and characteristic, a competitive public bidding aims to protect the public interest by giving the public the best possible advantages through open competition and to avoid or preclude suspicion of favoritism and anomalies in the execution of public contracts.”

Ang naturang desisyon ay nilagdaan ni Sandiganbayan Presiding Justice Amparo Cabotaje-Tang, at pinagtibay nina Associate Justice Bernelito Fernandez at Ronald Moreno.
