Para kay Senate Minority Leader Franklin Drilon, hindi umano ideal ang provisional franchise ng ABS-CBN Corp. na inaprubahan ng Kamara sa second reading.
“It’s not ideal at all. For that matter, anything short of 25 years is not ideal. But these are different times and we have to make do with that in the meantime,” ani Drilon sa panayam sa ANC.
Paniwala nito, may basbas ng Malacañang ang pagbibigay ng provisional franchise kaya’t madali na itong mapirmahan ni Pangulong Rodrigo Duterte sa oras na dumating ang panukala sa kanyang tanggapan.
“I think the President, once the bill comes to him, will sign it, because I don’t think the HoR would have done this granting of provisional authority without clearance from Malacanang,” sabi ni Drilon.
“At least that gives everybody a breathing space until October 30, 2020. We can thresh out the issues again and have a more permanent setup, more stable franchise,” dagdag pa nito.
Si Drilon ay nauna nang naghain ng Senate Billl 1530 na naglalayong bigyan ng non-expiration ang prangkisa ng ABS-CBN habang dinidinig ang kanilang franchise renewal bill sa Kongreso.
“That bill that I filled will amend the administrative code so that the franchise, while the renewal is pending in Congress, then the franchise is automatically extended,” ayon sa senador.
“This is consistent with the practice in both houses of Congress up to today, when the franchise renewal is pending, the franchise is deemed extended,” wika pa nito.
