Inaprubahan ng Kamara de Representantes sa ikatlo at huling pagbasa ang panukala na i-renew ng 50 taon ang prangkisa ng Philippine Airlines (PAL).
Ang House Bill 10545 ay inaprubahan sa botong 250-3 at isang abstention sa sesyon ng plenaryo nitong Miyerkoles.
Sa kanyang pag-sponsor sa panukala, sinabi ni House Committee on Legislative Franchises chairperson at Negros Occidental Rep. Jeffrey Ferrer kinilala ng mga miyembro ng kanyang komite ang kahalagahan ng PAL bilang flag carrier ng bansa.
“PAL serves routes that may not always be commercially attractive but are important in connecting our islands, our communities and our people,” sabi ni Ferrer. “Its role therefore goes beyond business. PAL also performs as an important public service.”
Sinabi ni Ferrer na kinikilala ng kanyang komite ang kahalagahan ng pagbibigay ng mahabang prangkisa sa PAL kaya 50 taon ang kanilang ipinanukala.
“Stable 50 years franchise will provide our national flag carrier with certainty and confidence necessary to undertake long-term investments, modernize its fleet, expand its domestic and international routes, and develop the infrastructure and capabilities necessary to meet the country’s growing aviation needs,” sabi ng mambabatas.
“In turn, this stability can help fuel tourism, facilitate trade and commerce, and contribute to exclusive economic growth while reinforcing the Philippines’ position as a competitive player in the international aviation industry,” dagdag pa ni Ferrer.
Ayon kay Ferrer, iniulat ng Bureau of Internal Revenue (BIR) na walang nakabinbing kaso ng tax evasion ang PAL.
May probisyon ang panukala na nagbabawal sa paglilipat o pagbebenta ng prangkisa nang walang paunang pag-apruba ng Kongreso, maliban sa limitadong mga pagkakataon para sa capital raising at stock transactions.
Binibigyan din ng panukala ang Pangulo ng Pilipinas ng kapangyarihang pansamantalang gamitin ang mga pasilidad ng PAL sa panahon ng digmaan, rebelyon, kalamidad, o emergency, na may kaukulang kabayaran. (Billy Begas)
