Panukalang dagdag 50 taon sa termino, pagpapalakas sa BCDA umusad

Inaprubahan ng Kamara de Representantes sa ikalawang pagbasa ang panukala na dagdagan ng 50 taon ang termino ng Bases Conversion and Development Authority (BCDA) at dagdagan ang kapangyarihan nito.

Aamyendahan ng House Bill 8505 ang Bases Conversion and Development Act of 1992 (RA 7227).

Ang kasalukuyang P100 bilyong otorisadong kapitan ng BCDA ay itinataas din sa P400 bilyon.

Ang mga residential land at residential mixed-use land na tutukuyin ng BCDA sa master development plans ng economic zone ay idedeklarang alienable at disposable. Ililimita naman ito sa 5% ng kabuuang upa ng economic zone.

Ayon kay dating Pangulo at incumbent Pampanga Rep. Gloria Macapagal Arroyo, isa sa may-akda ng panukala, isa sa nakitang disbentahe sa Clark ay ang mahal na pagtira dito dahil hindi maaaring ibenta ang lupa.

“So everybody has to rent, and the rent becomes very expensive because even the developer cannot buy the land. Therefore, in order to address that problem, in my version of the bill that I filed a very important feature is that we are providing for the conversion of residential lands. In other words, in the residential lands identified for the development plan of the economic zones especially for Clark they can be declared alienable and disposable because of this bill of ours,” sabi ni Arroyo na nag-sponsor ng panukala.

Ang mga constituent umano ni Arroyo ay nahihirapang mag-commute at nagagastusan ng malaki sa pamasahe.

“But this way more developers can build housing in Clark and therefore more of the workers from all over Pampanga, all over Tarlac, all over Nueva Ecija, all over Bulacan and may even from Metro Manila will be able to find it easier to work in Clark and therefore can help to develop more and more the progress in Clark and its surrounding area,” dagdag pa ni Arroyo.
