‘Taba’ sa P5.768T budget pinatatanggal sa Kongreso

Dapat umanong tanggalin ng Kongreso ang ‘taba’ sa panukalang P5.768 trilyong national budget para sa 2024.

Ipinaalala ni Liberal Party president at Albay Rep. Edcel Lagman na trabaho ng Kongreso na tiyakin na sa tamang pagkakagastusan mapupunta ang pondo ng bayan.

“The Congress must also excise any budgetary fat, whether overtly or covertly hidden in the NEP (National Expenditure Program),” sabi ni Lagman. “The congressional power of the purse in the appropriation of public funds must be honored and respected even as legislators acknowledge the President’s power to disburse appropriated funds with dispatch and impartiality.”

Isinumite na ng Department of Budget and Management (DBM) ang panukalang budget sa Kamara de Representantes noong Miyerkules.

“It is opportune to remind Congress members that while the President proposes the national budget, it is the Congress, more particularly the House of Representatives, which disposes and approves the national budget through the annual General Appropriations Act (GAA),” sabi pa ni Lagman.

Ang Kongreso, ayon sa mambabatas, ay mayroong kapangyarihan na ilipat at baguhin ang pagkakagastusan ng pondo sa kondisyon na hindi ito lalagpas sa itinakdang pondo.

“The GAA is a veritable policy statement on the government’s priority programs and projects. It is incumbent on Congress to rectify in the NEP wayward policies and rescue proposed funds, which are waylaid for favored agencies and concerns,” dagdag pa ng mambabatas.
