Iginiit ni Davao City Rep. Paolo Duterte ang pagpapatupad ng mahigpit na regulasyon sa baril matapos ang pagpatay ng isang lasing na motorcycle rider sa nakaalitan nitong traffic enforcer sa Tanza, Cavite.
Sinabi ni Duterte na dapat tiyakin ng Philippine National Police (PNP) na ang mga nais magmay-ari ng baril ay dumaan sa masusing screening procedures at ang mga papayagan lamang ay ang mga karapat-dapat.
Isa umano sa dapat na silipin ng PNP ay ang pagbibigay ng License to Own and Possess a Firearm (LTOPF) kung saan maaari umanong bilhin ang resulta ng neuro-psychiatric examination, sabi ni Duterte.
“The PNP cannot afford to be lenient in imposing these requirements if it wants to ensure that it issues licenses only to responsible and mentally stable gun owners,” sabi ni Duterte.
Ayon sa ulat, hinuli ng traffic enforcer na si William Mentes Quiambao ang suspek na si Joseph Llagas. Nagkaroon umano ng pagtatalo ang dalawa na nauwi sa pamamaril.
“This incident should serve as a wake-up call for the PNP to strengthen its efforts on gun control. The PNP should not wait for a similar incident to happen again before it acts to institute reforms in the issuance of gun ownership licenses,” dagdag pa ni Duterte.
Ang insidenteng ito at ang panggagahasa at pagpatay sa isang architect sa Davao City kamakailan ay nagtulak umano kay Duterte upang itulak ang pagbabalik ng parusang kamatayan sa bansa.
Inihain ni Duterte, Benguet Rep. Eric Yap, at ACT-CIS party-list Rep. Edvic Yap ang House Bill 501 upang payagan ang parusang kamatayan sa mga gumawa ng karumaldumal na krimen.
“Now, more than ever, is the time to restore the death penalty in the country because we must not be too complacent with these criminals at the expense of the safety of the whole nation,” sabi ng mga may-akda sa panukala. (Billy Begas)
