Dapat magkaroon ng ‘iron-clad provision’ na gagarantiya na hindi magagalaw o makokompormiso ang pension funds ng mga manggagawa sa Maharlika Investment Fund (MIF) bill.
“Our workers’ hard-earned pension should be shielded from any adverse implications that could arise from the establishment of MIF,” sabi ni Pimentel.
Sa kasamaang palad, ang banta ng MIF ay maaring makaapekto sa pension funds ng mga retiree.
Sa naunang bersyon ng panukala, nakasaad doon na kukunin ang pondo sa pangunahing social insurance institution ng bansa, ang Government Service Insurance system (GSIS) at Social Security System (SSS) bilang source para sa inisyal na kapital ng Maharlika.
Nang pumalag ang mga opisyal ng GSIS at SSS sa nasabing panukala, tinanggal ang nasabing probisyon.
“While they removed the forced contribution from GSIS and SSS, the current version of MIF under consideration by the Senate would allow these social insurance institutions to invest in Maharlika voluntarily as long as their boards agree,” babala ni Pimentel.
Sa Section ng nasabing panukala, nakasaad doon na “Under no circumstance shall the GOCCs providing for the social security of government employees, private sectors, workers and employees, and other sectors and subsectors, such as but not limited to the Government Service Insurance System, Social Security System, and Home Development Mutual Fund, be requested or required to contribute to the MIC.”
Subalit, nakalagay naman sa Section 12 ng panukala kung saan pinapayagan ang “voluntary investment”. Nakasaad pa doon ang mga GFIs at GOCCs ay maaring mamuhunan sa MIF subalit kailangang parubahan ng kani-kanilang board.
“Such provisions within the MIF bill raise serious concerns about the safety and security of our pension system. We should provide an iron-clad provision to shield pensions from this very financially unsound and dangerous undertaking called Maharlika Investment Fund,” saad ni Pimentel.
“Hindi pwedeng pilitin. Hindi puwedeng hingan. Pero kung kusa at boluntaryong magbibigay, tatanggapin naman!” sambit pa niya kasabay ng pagsabing kung walang iron-clad provision, gagamitin pa rin ang pensyon fund para pondohan ang MIF. (Dindo Matining)
