Hontiveros: CAAP report sa NAIA crisis malabo

Hindi umano dapat pangunahan ng Civil Aviation Authority of the Philippines (CAAP) ang imbestigasyon sa nangyaring aberya sa air traffic control system sa Ninoy Aquino International Airport (NAIA) na nagresulta sa pagkaantala at kanselasyon ng mga flight noong Bagong Taon, ayon kay Senadora Risa Hontiveros.

“What if the negligence is from CAAP’s end? There’s a clear conflict of interest if they are investigating themselves,” pahayag ni Hontiveros sa pagdinig ng Senate committee on public services.

Magdadalawang linggo na mula nang mangyari ang aberya, wala pa rin umanong malinaw na ulat ang CAAP kung ano ang naging ugat ng problema sa naturang krisis.

“Hindi lang iyon, pero paiba-iba ang nilalabas nila sa media at ang nirereport nila sa Kongreso. Perhaps we at the Senate should consider a different aviation body that could join the investigation,” ani Hontiveros.

“CAAP cannot even get its facts straight. It’s been one and a half weeks since the incident, dapat klaro na sa kanila kung ano ang naging problema. At kung hindi pa nila alam, mas malala pa iyan sa nangyari. That would make them both negligent and incompetent. The CAAP should not, in any way, attempt to absolve itself of any faults,” sambit pa niya.

Ayon kay Hontiveros, mahalaga umano na magkaroon ng cross-checking sa ginagawang dokumentasyon ng CAAP sa kanilang pagsisiyasat. Dapat mayroon din umaong may third party na magdo-double check sa equipment log at sa manual log ng system error.

“Let’s identify who entered the manual log of the system error. The Senate needs their firsthand account of what they had observed to cross-check CAAP’s statements. The suppliers of the equipment should also check the logs themselves and provide that information to the Senate committee,” sabi ng senadora.

Kailangan din umanong ipaliwanag ng CAAP kung bakit isinantabi agad nito ang cyberattacks bilang siyang dahilan na nangyaring NAIA meltdown.

“Paano nakarating ang CAAP sa ganitong konklusyon sa mahigit-kumulang 24 na oras lang? Siguraduhin natin na hindi basta-basta na naman na pahayag ito,” ani Hontiveros.

“We want to be immensely thorough before we rule out a cyberattack. Let’s get this verified by our other cybersecurity bodies like the DICT. Kung di man cyber-attack ito, if our systems are that vulnerable, it means we are exposed to possible attacks from entities that can shut down our major airports so easily,” saad pa niya.
