Walang pondo para sa capital outlay ang Philippine General Hospital (PGH) sa ilalim ng panukalang 2023 national budget.

Sa deliberasyon ng budget, nagtanong ang miyembro ng minorya na si Camarines Sur Rep. Gabriel Bordado kaugnay ng pondo ng Philippine General Hospital, ang ospital ng University of the Philippines (UP) System.

“In the case of the UP System… there was this drastic cut in the budget of the Philippine General Hospital, Madam Speaker, can the Sponsor react to that?” tanong ni Bordado.

Sinabi ni Cebu Rep. Peter John Calderon, sponsor ng budgte ng PGH, na humingi ang ospital ng P200 milyong capital outlay pero hindi ito isinama ng Department of Budget and Management (DBM) sa 2023 National Expenditure Program (NEP).

“In fact PGH has zero capital outlay under the NEP of 2023,” sabi ni Calderon.

Ang capital outlay ay pondo na ginagamit sa pagbili ng lupa, pagpapatayo ng gusali at pagbili ng mga equipment.

“There should be an addition to the PGH budget because for example the personnel services, there is a slight increase but that covers only for the salary adjustment under the Salary Standardization law. There is a slight increase in the MOOE (maintenance and other operating expenses) and we need additional MOOE especially there is now an increase in the capacity of the Philippine General Hospital,” dagdag pa ni Calderon.

Umaasa si Calderon na dadagdagan ng Kongreso ang budget ng PGH.

“So Madam Speaker, Mr. Sponsor, if it will depend on us, I am categorically and strongly calling for the restoration of the budget cuts of SUCs and the University of the Philippines particularly the Philippine General Hospital, Madam Speaker,” giit ni Bordado.

Sinabi rin ni Bordado na ang State Universities and Colleges (SUC) ang ikaapat na may pinakamalaking tapyas sa ilalim ng panukalang 2023 budget.

Ayon kay Bordado ang Marikina Polytechnic College ay binawasan ng 80.92%, ang Marinduque State College ay nabawasan ng 79.97%, ang Romblon State University ay lumiit ang pondo ng 63%, at ang Central Bicol University of Agriculture ay natapyasan ng 51%.

Sa ilalim ng 2023 budget ay may nakalaang P93.2 bilyon para sa SUC mas mababasa sa P103.9 bilyong budget nito ngayong taon.

Nanawagan si Bordado na ibalik ang pondong tinapyas sa PGH at SUC. (Billy Begas)
