2 ex-Education exec kalaboso sa textbook scam

Hinatulan ng Sandiganbayan na makulong ng hanggang sampung taon ang dalawang dating opisyal ng Department of Education, Culture and Sports.

Kaugnay iyon ng naging partisipasyon ng dalawang dating opisyal sa fraudulent transaction ng mga textbook noong 1998 na nagkakahalaga ng P24 milyon.

Batay sa desisyon na may petsang Oktubre 16, hinatulang guilty sa paglabag sa Anti-Graft and Corrupt Practices Act sina dating Education officials Emilia de la Aranas at Ernesto Guiang.

Si De la Aranas ay Region 8 chief accountant noon ng ahensiya habang si Guiang ay budget and finance division chief.

Isa sa mga akusadong si publishing company agent Mary Ann Maslog ay namatay na noong nakaraang taon.

Kinasuhan ng Ombudsman sina Maslog, De la Aranas at Guiang dahil sa pagproseso at pagbabayad sa gawa-gawang Department of Budget and Management Sub-Allotment Release Order para sa P10 milyon noong Pebrero 3, 1998 at para sa P14 milyon noong June 22, 1998 sa Esteem Enterprises na kinatawan ni Maslog.

“The Court finds that the prosecution has sufficiently proved that the acts of the accused in proceeding with the payment of the SAROs despite the non-issuance of the required Notice of Cash Allocation was done through evident bad faith and through their gross negligence, knowing fully well there was no such Sub-ARO and notice of cash allocation to fund the purchase of the textbooks and supplementary materials…to the damage and prejudice of the government,” saad sa court decision.
