Regulated na ATM fees, magkakaproblema sa inflation – BSP

Kibit-balikat ang opisyal ng Bangko Sentral ng Pilipinas (BSP) sa ninanais na regulated o standardize fees and charges na ipinapataw ng mga bangko sa kanilang automated teller machine (ATM) transactions.

Sa pagdinig na isinagawa ng House Committee on Banks and Financial Intermediaries, sinabi ni BSP Officer-In-Charge for Financial Technology Subsector Vicente De Villa III, mayroon umanong “repercussions” sa itinutulak na regulation at price cap sa ATM fees and charges.

Oras na pumasok aniya ang inflation, magkakaroon ng matinding problema sa ATM fee and charges.

“If the amount is capped to a certain level, the cost of recuperation will be passed on to other aspects, and it might be to the consumers as well. In the event that we have to adjust prices for inflation, if it’s actually pegged in the law, we’ll have to go back to the legal process, to the legislative process and that might be also somehow not as efficient,” ani De Villa.

Layon ng House Bill 4019 na ilibre sa pagbabayad ang lahat ng intrabank balance inquiries at P5 cap naman sa interbank transactions. Habang ang House Bill 4850 ay layon magkaroon ng standard fee na hindi lalagpas sa P10 sa lahat ng interbank transactions.

Naniniwala si De Villa na mas mainam na hayaan na lamang ang merkado na magdikta ng halaga ng presyo na ipapataw sa ATM transactions.

Dapat din aniyang magkaroon ng proseso kung saan ang ATM fees and charges ay sasailalim sa ebalwasyon nang sa gayon ay matiyak na rasonable ang kanilang additional charges.

“What we espouse is market-driven, reasonableness and transparency, and keeping a very competitive market. Because competition will play its role,” aniya.

“If prices are too high and accessibility is a problem, and there are areas that are saturated with all these ATMs, the public will be able to make the right decision if all these prices are made transparent to them,” sabi pa niya.
